I only took the briefest of looks online, but from the very little I examined, I
would surmise it is working at the data link layer. So, it is then below all
the routing "smarts" that intercepts local traffic and makes IP and above send
to self more difficult.
FWIW, there are some ancient, and perhaps bit-rotten :) DLPI tests in netperf
that were known to run on HP-UX and Solaris, and in theory one could add tests
that used Linux's native link-layer access mechanism.
