[netperf-talk] HP-UX cpu utilization fixes

Until 11.31 and the likes of kctune lcpu_attr came around, the chances that 
someone would be running netperf on a system with "sparse" CPU ids were pretty 
small, so netperf didn't really need to deal with it.  Now that it is happening 
with considerable regularity (eg anyone with 11.31 on Montecito, Montvale or 
Tukwilla) something needs to be done.  So, I have modified src/netcpu_pstatnew.c 
to account for a "processor" (pstat's terminology) being offline - for example, 
the default state for the second thread in a core.  This change has been 
checked-into the top-of-trunk and I would suggest anyone doing HP-UX netperf 
runs with CPU utilization included pull that.
