There has been netserver support for a self-perpetuating daemon for quite some 
time now.  This suggests the binaries you have downloaded are quite old.

It would be best to take the latest 2.4.5 bits and then a netserver.c change for 
windows mentioned in the email archives, and build fresh binaries.  Then you 
should have a netserver that does not terminate after each test.
