I'm not really sure why I feel this way, but for some reason I'm not 
comfortable with moving the inclusion into netlib.h.  Maybe I have an 
inconsistent problem with nested includes.  Inconsistent because there 
are some includes nested :)

Anyhow, I've tried to take the rest of the changes and put them into 
top-of trunk. Please pull a fresh copy and let me know if I missed 
anything major.  It completes a basic sanity compile under linux, I just 
haven't a cygwin handy to try.
