[netperf-talk] Win32 cleanup

I must say the building of netperf was terribly noisy. Hence
I've tried to silence most warnings from gcc (MingW). And at the 
same time cleaned up the inclusion of the Windows headers; moved
<winsock2.h> etc. to netlib.h.
