[netperf-talk] recent change in TOT of interest to those using confidence intervals

Folks -

Those of you using the confidence interval functionality - or perhaps 
more accurately those who think you are, but perhaps aren't :) may be 
interested in trying the changes I just committed to the top of trunk in 
the repository:

Previously (not sure how far back) setting -I was not setting the 
interval minimum and maximum values.  As such, it was not actually 
enabling the confidence intervals code.  With this change, -I will 
include an implicit -i if there was not one ahead of it on the command 
line. The implicit -i will set the minimum iteration count to three (3) 
and the maximum to ten (10). A trailing -i will override the implicit -i 
of a previous -I.

And with that, I think the aye's have it...
