That is TCP's retransmission timer, which is something that is not 
visible to netperf.  It is all within TCP.  Changing it is platform 
specific - perhaps sysctl, perhaps ndd, perhaps "no" all depending on 
the platform.

If the TCP stack(s) on your system(s) are at all worthwhile, they should 
adapt pretty quickly to the round trip times (iirc satellite links don't 
have built-in retransmssion at the link-layer and so don't relaly have 
"timeouts") of satellite links.
