[netperf-dev] Controlling socket priority

I will add a test for SO_PRIORITY in configure.ac and the needed ifdef's.
As to DSCP, it is not related to it. I think you need to use IP_TOS
socket option for that.
I didn't use it (DSCP), so I'm not very familiar with it.
