[netperf-dev] should the _meas and _load routines be one-shots or continue running?

I'm working on DNS reqeust/response tests, "leveraging" the latest nettest_bsd.c 
code - rather heavily :)

Do we want the _meas and _load routines to be "one shots" as they are, or should 
they keep going, checking for error conditions, until the requested test state 
no longer matches the current state? I'm wondering about the overhead of always 
  bouncing in and out of the routines...
